Quality Audit

Quality Audit is methodical examination of TVET institutions’ quality to assure conformance to Quality Standards.  In other words, Quality Audit is rigorous studies and surveys to inspect TVET institutions and provision against predefined Quality Standards.  Through the inspections, Quality Audit Report is to be developed and approved by WDA to categorise TVET institutions into the following: (1) “Accreditable / Not Accreditable” (based on TVET inputs): (2) “Pass / Fail” (based on TVET process): (3) “Excellent, Good, Moderate, Poor and Very Poor” (separately based on each TVET inputs and process).  In addition, the report is to show analysed results against quality categories, quality areas and quality criteria in Quality Standards.

Quality Audit is to be planned and organised annually by WDA.  Quality Audit is planned and organised with the following components: (1) purpose: (2) auditees: (3) approach and tools: (4) procedures: and (5) elaboration.  The annual audit plan starts from clarification of purpose.  In general, the purpose is to categorise TVET institutions and to monitor and evaluate TVET quality objectively.  However, there may be a specific additional purpose.  For example, in 2016, WDA had a specific purpose for a national quality audit to accredit TVET course/program equivalent to REQF Level 3 because 2017 was the first year to initiate the CBT/CBA with REQF.  Based on the purpose, auditees are to be selected.  The annual audits can be completed-based or sampling-based according to its yearly situation.  For example, an audit can be completed-based if there are enough financial and human resources and/or if there are no baseline studies.  However, it can be sampling-based because of lack of enough financial and human resources and/or because of enough valid data on TVET institutions.  Then, audit approach and tools are to be defined.  It is highly encouraged that Quality Audit has the following three-step approach: (a) self-assessment by TVET institutions: (b) verification by Districts: and (c) assessment by WDA.  In addition, Quality Management Module in TVET Management Information System is significantly encouraged to be used as an audit tool because the module is designed to promote efficiency, effectiveness, accuracy and transparency to conduct the above three-step approach.  In addition, other administrative and technical procedures are to be defined.  For example, a list of auditors, auditor training plans, auditee elaboration plans, audit timeline, estimated budget, audit procedures and so on should be identified.  Then, sampling strategy is to be selected.  Lastly, audit guidelines are to be elaborated to relevant stakeholders before the audit implementation.  Various elaboration methods, such as training, workshops, e-learning and/or distributing handbooks, can be used.

Based on annual quality audit plan, WDA is to coordinate, implement and supervise quality audit.  To conduct quality audit, various stakeholders are required to be involved and coordinated.  TVET institutions are to provide all necessary information and to conduct self-assessment.  Relevant officers and inspectors in Districts and Sectors are usually mobilised to verify accuracy of information provided by TVET institutions.  WDA is to assess individual TVET institutions with information provided by TVET institutions and verified by Districts and Sectors.  Also, WDA is to conduct comprehensive analysis to develop Quality Audit Report.
